The summary of revision of ministry ordinances and guidelines for the "Highly Skilled Professional (i) (a), (b) or (c)" is as follows. 

Main Revised Points (No.1)

  1. "Ten (10) points" for university graduates
  2. "Five (5) points" for multiple master/doctor degree holders
  3. "Ten (10) points" for foreigners who have passed Level 2 of the Japanese Language Proficiency Test
  4. "Ten (10) points" for graduates of top-ranking universities（Note 1）
  5. "Five (5) points" for significant investors (investment of 100 million yen or more)

  • Foreigners who have graduated from any designated foreign educational institution listed in the top 300 on two or more of any of the following ranking lists, or listed on any of the following ranking lists in the case of Japanese educational institution.

Main Revised Points (No.2)
‐ Permanent Resident ‐

  • Relaxation of “5 year residence”

    Foreign nationals with the ‘Highly Skilled Professionals” currently need to stay in Japan for approximately 5 years in order to obtain permission for permanent residence. However, foreign nationals who have scored 70 points or more are eligible to acquire the permanent residence in 3 years, and 1 year for those with 80 points or more.
